Sooo... it's been several months now.
Still honor 0. And I've been making effort to not even use chat, since that's against the rules.
So what's the deal?

Chatting isn't against the rules - though take this lightly as league isn't meant to be social media, you shouldn't really be holding full on conversations while playing but typing in chat isn't against the rules what you say in said chat can be depending what you say.

It takes more than a couple of months to get out of the dishonored state, you proved to be a dishonorable person so now you're having to prove otherwise, it will most likely take you several months of good games to get your account back into good standing, this is done to make you prove you're reformed and not just "playing nice for the sake of escaping" as it's harder to play nice for long periods of time if you haven't reformed.

Keep playing and being a good team mate, help out where you can, play to the best of your abilities and be a good sportsman.

only use the chat for things that are needed, alert someone if you see them going to drag/baron, if somebody secures a kill give them a gj, if somebody avoids death give them a nice play.

Don't be negative, if somebody makes a bad play chances are they know they gone goofed they don't need their team pointing it out to them, if somebody is having a rough game don't make it worse by harassing them if somebody is flaming you/being toxic to you just mute them and don't respond.
With that being said good luck to you and I hope you continue to reform to avoid any other punishments.
Not using chat is probably part of your problem, if your teammates don't think you were honorable then they won't give you honor votes. You need to be gaining honor to move up in honor levels.
Using chat isn't against the rules. mis-using it is. If you think that simply using chat is enough to get you banned then you are terribly misguided. Whatever is 'normal' chat for you is probably considered unacceptable by Riot. Instead of assuming they are being unfair maybe you should look at what you consider normal and consider what it is about it that Riot/others find not-so-normal.
Most of the time, people aren't terribly stingy with honor in bots games. As a support in normals, I feel I get honored frequently, likely by my adc.
Frankly, getting to 0 is a pretty big warning, so I would first focus on not getting banned, then work on being supportive of your teammates. Type "gj" even when you don't see that player kill his laner.
