My permabanned account being used...?

In early S2 I had an account perma banned or more precisely stated; It was suspended for 80 years. I created a new account and I reformed. It went very well.... I randomly decided to Lolskill my old account and it turns out it is being used. I suspect the "Name" was released after my account was permabanned, right?

EXCEPT WHEN I TRIED TO TAKE THE NAME TO MAKE MY SECOND ACCOUNT I WAS TOLD BY RIOT THAT NAMES CAN NEVER BE RELEASED AFTER TIED TO AN ACCOUNT. What the eff man... I would have changed my account name (of my second account) to Ssraeshza if I had not been told it was impossible.

What gives Riot?

Edit: The summoner name was "Ssraeshza", from Everquest; named after Emperor Ssraeshza from The Temple of Ssraeshza; He who holds The Sword of Ssraeshza.... originally I was going to select the name Doljonijiarnimorinar but that was too long and did not fit.

The Doljonijiarnimorinar Axe was a weapon held by Lord Doljonjiarnimorinar and had the proc "Frozen Doljonijiarnimorinar" (Or some S... like that). Point is; both names were great and only one worked, which was denied to me. Emperor Ssraeshza; http://everquest.allakhazam.com/db/npc.html?id=7898

Banned accounts follow the same rules for the automated name cleanup. You had to wait for the appropriate time to elapse and it would become open to use, but new accounts cannot automatically take a cleaned-up name; you have to use the Name Change feature in the store.

I'm pretty sure names can actually be released, but it's after years and a specific request submitted through a ticket.

Although now I'm looking at the summoner icon and I'm not sure as that's the season 2 icon if I remember right.

If the account is inactive (no choice during a ban) during one of their phases of releasing old names, your account name will have been released and renamed to random letters and numbers.
