Intentional Lane Neglecting - A new report offense that needs initiated

I can understand how a player can get upset because jungle doesn't gank mid for the first 10 minutes or so, but when laners start to be ganked by enemy jungle and your ally doesn't initiate purposefully because "you were bitching", that deserves a new kind of report for Intentional Lane Neglecting.

I had a Skarner last game not gank for the first 10 minutes, it wasn't until I was pinging over and over that he finally started to head that way. When I finally think he's gonna go in to help me running from a 2v1, enemy mid and jng chasing me through river... he just stands in jungle farming. Then he says he's not ganking my lane because I'm being negative. That's super tilting and honestly loses so many games. If I do recall, one of the many little quotes you see on the loading screen states to "report anyone purposefully losing game."

Intentional feeding and AFK doesn't some up a good enough report through the system for players to use against these kinds of players.
