If my camps are down and I have 60-90 seconds before they will be up again, and all the lanes are pushed to the enemy side of river (not gankable) I'll literally have nothing better to do with my time.
ie: I'll basically be a second support, but since I have no gold income item, there's no reason for me to not take cs.
Tax them by killing their lane opponent. They're usually worth more than minions
You counter jungle. Invade and get vision. Take dragon or herald. Take scuttle. There's a lot you can do man even if lanes are pushed. Also when lanes are pushed, you can get sweet counter ganks off

You could:
There is reasons to not take CS because it needlessly sets your laner behind automatically. If you are so good at clearing your jungle, you're on track. You're at level, at expected gold. No reason to steal from your teammates to set your team behind because you don't know what to do in the jungle. I jungle right now and it's EXTREMELY rare that all of my camps are down 100% of the time when I include all aspects of jungling, so I find it hard to believe the proposed changes will make you twiddle your thumb constantly.

Invade enemy jungle?
I like how people have given over a dozen suggestions on what to do in that situation and why taxing/revealing yourself is a bad idea and the OP replies to every single one with "I CANT I DONT WANT TOO ITS TOO HARD"
Options:
Invade enemy jungle - Push lane for a tower - Get objectives like scuttle/dragon/rift - Back and buy items - Ward the enemy jungle/river - Hold lane for teammate that wants to back - Wait for a countergank - Jack off for 60 seconds
Playing the game in ANY fashion (off meta or whatever) is not restricted or banned in any way. Disrupting the game intentionally in order to give the other team a victory would. But what you describe does not fall into that category.
Just as you sitting in jungle while those timers tick isn't against the summoners code, going to lane and duoing while they respawn isn't either.
Do I need to come in and Robin Hood your lane?
Getting counter jungled this upcoming season is gonna be horrifying, prepare to never level up lol

Get vision in their jungle to keep tabs on their jungler. if he goes to gank, you counter gank.
Counter jungling is going to be a huge focus this season. I mean, look at the new build up to serrated dirk for junglers. (clear 5 enemy jungle camps)
So, if you take all your camps, all lanes are pushed and ungankable (although no lane is ungankable) just go into the enemy jungle. Get some vision, take away one of their camps.
With the new jungle, it's going to take longer to clear, no matter if you're playing Evelynn. It's going to take a while for you to clear Krugs.
During the pre-season, you might have 45-60 seconds where you have nothing to clear (this happened last year) but they do adjust the timers.
AFAIK it's never been bannable to tax lanes.
How are you gonna tax a lane if it's pushed to the enemy tower?
