I received this reply from Riot support after submitting a ticket against a player who used post game chat to issue verbal abuse against allies.

Now, verbal abuse and harassment is never OK - I'll go ahead and look into it for you and action accordingly. We do want to respect the players' privacy though, so I won't be able to share any action that we may take. If you ever come across players being negative, I'd mute them immediately and focus on your own gameplay.

We also have full visibility of pre-game and post-game chat logs, so if you ever come across players being negative in those spaces, I'd report them at the end of the game still - either in the client or directly to us as that's the best way to get them reviewed and penalized.

It's not safe. It's safer. There's no trigger system for pre/post game lobby, so if you weren't trolling or flamming in game, you'd need a lot of report in order for them to flag your account and have your pre/post game chat checked.
