Well, the bots actually have to play some games before they can get caught for doing it. Due to the fact that there is no restriction on creating accounts other than having an email, they can be created constantly in large amounts. The vast majority of them don't get very far, though. If you catch a bot, please report it. Lots of them tend to run in groups of other bots and you can follow a train of them through each other's match history; if you see that, submit it in a ticket.
