They could still have been manually banned, or managed to play another game before the ban took place, and in neither case you'd get a feedback popup. Also even if your report didn't directly trigger a ban, they can still weight down the line the next time they get toxic (and chances are that will happen sooner rather than later).

you get a pop up even if you aren't the last person, if they're toxic often you'll get one in a few days to a few weeks, i get random ones all the time from reporting scripters and toxic players. almost everyone i report i get a message for eventually.

No, to get a report, you have to be the last person that reported them. If you get a report with days of delay, that probably that only means it took that long for the ban to happen for some reason and they haven't been reported by anyone afterwards. I'm 100% sure of that because I remember Lyte using saying something along the lines of "just like you only get the kill if you make the last hit" when explaining it, that was quite memorable. It was a podcast so I can't really source it though (searching through audio is impossible unfortunately), so feel free to disbelieve me.

Kei1431 voteshmm.. slightly interpreted incorrectly, you don't have to " last hit report" them to get the notification. you just need to "last game report". Multiple people can get that notification in the same game.
I've experienced that myself where the enemy lee sin was using hate sspeech, I reported him and was just having a chat with the enemy support. In the middle of the conversation, I got a punishment notification , and the enemy support went "omg!! I got a punishment notification for reporting lee sin!!"

okay, but you didn't design it, and you're not going to convince me that i'm literally the only person reporting these people, i'm getting multiple pop ups per day while leveling accounts, and at least a few a week on my main and smurfs, I would believe to a point that you could be in the last wave and get it, as i've tested actually both my duo and i reported a guy and got a pop up at the same time

The system works on the basis of games reported not individual reports. Everyone who reports on the same game gets the notification since reports for the same are treated as one.

so what is this about having to be the last one, if you said you have to be the last group to report him or in the last group i'd understand, but i thought you were saying you had to be the very last individual report to get it like it's some kind of bounty or something.
