The current borders are for PRESEASON ONLY.

You may still qualify for borders at the start of the season. Riot released a new support article today for the current rewards distribution. It's clearly stated, "During preseason, here's how you'll see loading screen borders". Borders are still changing at the start of ranked next year, to upgrade or downgrade as you play. Riot has not confirmed exactly how they plan to make this work with honor.

They did say, "Starting next season, you’ll unlock split rewards when you have enough Split Points. As long as you’re Honor level 1 or higher, you’ll be eligible to earn Split Points. At Honor level 2 and above, you’ll earn bonus points toward split rewards."

Though I was under the impression the border and armor aren't split rewards, the upgrades are, because you get the border and armor at the start of the season.
