Been playing on my new account for roughly a 1.5year.
Got my honor ribbons, accepted into the pbe, no reports made against me.
Basically, I've been rewarded a lot for reforming (without it being acknowledged I'm reformed.
The best reward would be my original account to not be permabanned. I owned every champ, every rune, over 40% of the champion skins. Being patted on the had and called a good boy is cool and all, but having my old account back would be even better.
To be fair, it's called "perma-banned" for a reason.
i think you have a good chance, id say your odds of getting your account unbanned are about 1 in infinity
The problem is this. If they give you your account back, they would have to do it for everyone else, if they want to be fair. This would be a big incentive for permabanned players to create new accounts. And since Riot's experiment in the past showed, that 95%+ of these players dont reform after creating new accounts, they would drastically increase the amount of higly toxic players in low levels. They can't really do that for the very, very few people that do reform. Sucks for you, but you had your chance.
So.. keep your expectations low.
