I wanted to write up a big diatribe, but we all know it's going to get lost in the dust bin with zero response, so just know when you read the sentence below that my righteous fury cannot be contained.
Hey Riot - You shouldn't let people queue up without masteries if they're in Ranked. There's no alternative to this. If you don't change it, then you should instaban them. It's not asking a lot.
Malhammers3 votesInstaban for a mistake? No....but I like the idea of masteries being required.

I think OP may be (unknowingly) refering to a bug in the game. Ive had people i play with try to change their mastery page at the last possible second before they start and somehow this has them start with no masteries at all. More than likely this is what happened in op's game.
PIMPSMOOTH1 votesInsta ban? No.
Insta kick them from the queue? Yes.
