The boards, including he Player Behavior & Moderation section, are primarily for discussion. They don't want us to discuss particular people in this way.
If you want to make an out of game report you should do so via a support ticket.
You don't need to call someone out by name for it to be considered harassment. Have you tried wording your post a little differently? Tone can be hard to pick up over the internet but it's definitely doable. Try to re-word it so that it's not as negative in general.
