IMHO, you, riot games need to step up your penalties to toxic players. I'm getting sick of getting demoted in silver simply because once I hit a certain point, all i start seeing is diamond, master and challenger smurfs that got banned on their main accounts, on top of belittling me (calling me trash, shit talking, etc.) and IMHO you should administer IP bans, not account bans, as this game grows increasingly more toxic because you simply just let these toxic assholes make new accounts and then bully the people who are not in high elo, I understand i'm a piece of shit for being in silver, but i don't need some challenger riven main telling me i need to kms because I lost the laning phase to them. while i understand ppl are "having fun" being verbally abused by someone isn't fun and in fact makes me want to press a lawsuit to get a refund for every last dollar i spent on this game, as I don't believe having ppl tell me to kms was in the terms and conditions of league

Silver and Gold are the most populated ranks. While it wouldn't surprise me to see a Master tier smurf here briefly, I can almost guarantee you that these tiers are not "full of smurfs."

If you do decide to go forward with your lawsuit, I should warn you that you agree to the Terms of Use when you sign up for an account, which specifically states that you do not own any of the virtual goods you purchase in-game. See here. And here if you're confused about refunds. You'll also notice that if you mention a lawsuit in a support ticket, it's then immediately transferred to the Legal department and you will no longer receive help about the original inquiry.

I know toxic people are no fun to deal with. I deal with them sometimes. My advice is to find a group of friends to play with so you enjoy yourself more. There are a lot of resources available that will help you find some like minded people in your rank. The Reddit communities LeagueConnect and TeamRedditTeams are both popular resources. Your local school (high school or college) may have a facebook group for League and other online games. Check out the Team Recruitment board here as well.

IP bans are ineffective and have huge side effects.

Most people(at least in the US) have dynamic IP addresses which means they change. This can usually be done manually by simply unpugging your modem for a short period of time and plugging it back in. Or at most a phone call to your ISP. On top of that, that banned IP will eventually be assigned to someone else who would then be banned. There is also the issue of networks that share a public address like college campuses. If 1 person in a dorm got IP banned, the whole dorm would get banned.
