There's almost nothing worse than a player who set Fill/Support as their secondary just to find a match faster, and then refused to play Support when they get it. Regardless of whether that player does well in the role they stole.
Just go with unsportsmanlike conduct, it's the closest to what you want. Add in a concise and accurate report, don't just click the option and send. Actually give them something to go off of, even if you feel there's sufficient evidence in chat logs.
It is a reportable offense.

You put it as unsportsmanlike conduct or refusa to communicate with team. Although I usually warn them that if they lose the lane I gave them I will report them and I will get salty in game
Trolling will always be allowed in this game. Deal with it, suck it up, send a useless report, and move on.
