I had an idea of something that I think might help discourage the bots in the meantime. Now I am assuming the bot accounts are there to farm IP and nothing else. So Riot, if you get reports that an account is a bot, look up their match history and whatever else you have to do to confirm it, disable that accounts ability to gain IP. Then hopefully watch as a bunch of bot accounts don't show up to games anymore as they lost their reason to exist.** Then proceed to ban their accounts anyway. MWAHAHAHAHAH!!!! ** ...Ahem. But they do still deserve the ban.

The point in waiting is to prevent them from learning exactly what actions flag their account to Riot. Doing anything to them that informs them that they just got flagged must be avoided so they cannot use that information to improve their methods of evading detection.

They ban them in waves so that it's harder for the botters to identify what exactly tipped the system off that they were bots. If they were to disable their ability to gain iP immediately, they might as well ban the account off the bat since that would equally tip off the botter.
