Guy calls team mates whores and rapists, cool he received a penalty, he also trolled the fuck out of the game and he still can play ranked. if you get penalised for anything pretty sure you shouldn't be at least be able to play ranked, at least give a fear for anyone to get banned. honor level doesn't mean jack if your never honorable anyway
If someone is caught trolling, Riot shouldn't just be shuffling them into a different mode. Trolling is unacceptable regardless of mode.
The issue is, catching someone for trolling is hard for Riot because they don't have the advantage of having someone watching every game. So an automatic system has to do its best for most reports. And the automatic system is pretty shit at detecting trolling.
Riot used to ban people from ranked and forced them to win 35 draft pick games to get out of the ban. It ruined draft pick so no thanks.

Personally if you troll once you should be permanently banned. But I do think if someone is toxic a good amount of times they should lose the ability to play ranked for a season.
