"I'm gonna kill you." "I'll gut you." "You're a cockroach." "What was that? Run straight into the tower?" "Oh, before I forget, what, uh... rank are you, exactly?"

These are all completely acceptable things to say in chat, and there is no argument you could present to the contrary. They're just champion quotes.

Edit: You'd have to be awfully socially inept, I'd even say a downright idiot, to think saying these to people in League while playing the game is anything at all like saying them to people who don't play League in person.

You're trying way too hard to make excuses for threatening people in-game.

You're over-generalizing, claiming that the context of quoting a character extends to all conversations between players in league. This is such a blunt and flat claim it's pretty much doomed to failure.

Context matters, and you have to respect the nuance of it. Just because it is okay in some contexts, does not make it okay in other contexts.

In certain context it is obviously fine, such as when you are actually quoting what Kled just said in-game, like:

"/ALL Kled just said, 'I will murder your family!' this character is savage AF!"

But in other context, if you are raging at a teammate and you say, "I will murder your family," nobody is going to mistake it for quoting a champion.

In the end everything boils down to the same thing once again. Don't rage at your team like an idiot.

You'd have to be an idiot to think it's the same as talking to someone who doesn't know the reference in a situation unrelated to the game.

Flaming is about context and intent. If you're pissed off at somebody on your team and say "I will murder your whole family" to them, claiming that you were simply quoting Kled is a ridiculously childish excuse.

Dude I'm no cheerleader, I'm just a guy with a spotless record that can't fathom the depths of immaturity and anger necessary to actually trigger this system.

Having played for about three years now, I've seen folks quote champions a sparse handful of times. I once saw Tobias Fate amusingly say "everybody pays" after stealing a wave from somebody with his global GP ult... that's the first instance that comes to mind. Maybe a trollish Lux quote for encouragement. But flaming somebody using a Kled quote as an excuse? Bizarre, unrelatable, and childish.

So you're encouraging people to try to find a loophole to enable them to be toxic. The argument i present to you is context. Context can make these "quotes" severely toxic, making them completely unacceptable to say.

Context does not make these quotes toxic. If you are Kled, the enemy is Kled, or even if you just like Kled, you can say these.

A loophole is a stipulation or lack of information in a contract that can be exploited because it is a mistake. This is directly quoting the game you are playing.

And no matter the situation you find yourself in, these quotes actually have the same context as Kled intends because Kled IS TOXIC. Your argument does not hold up.

No, it doesn't prove your point. Riot cannot punish you for quoting their own lines. Otherwise the champion's VO would need to be removed.

The context is that you are playing the game. Kled is playing the game. As such, there is no in game context where this is anything more than quoting a champion you like.

Being butthurt because someone doesn't like Kled is their problem.

They can punish you for it, but they can't punish you for using jokes and taunts. Lines a champion says that no one else hears don't count.

Riot reserves all rights to do what they want, when they want, for whatever reason they want, including, but not limited to banning you for quoting a specific champions toxic lines. You agree to this stuff when you sign up. The context is referring to what is being talked about in chat at any given time. If you're arguing with someone and happen to say one of these lines in the middle of an argument, you know what you're doing, and you know it's toxic. Even if it is a quote, using it in this manner is considered toxic.
