Should this player be given a ban/chat restriction?

A player from my last game actually had the nerve to make a joke about the Florida shooting a few days earlier. He thought it was funny to joke about it. I understand being over sensitive but this just happened and 50 Americans are killed and another 53 wounded. How can someone be so ignorant to think that is funny?

dear god, from seeing a previous post by a Riot comment I saw that it only takes 1 report to trigger a review. As such if someone were to report him he'd most likely receive a strike.

Well, that would depend. The only thing that's taken into consideration for punishment (Other than the things that takes once to do to get immediately banned) is the "community standards"

The community standards are established by the people who submit reports. Basically if enough people report you for something (in this case it would be comments about the shooting) and they're all saying they didn't like those comments, it would result in a ban. In cases where things that are said/done in accordance to the summoners code and everything else Riot has out there saying what's ok and what's not, those things are not a factor. As long as enough people report someone for something, it's against community standards. Thus punishable.

You're talking about someone's personal opinions (is this funny?), not facts (1+1=2 with common math assumptions).

Saying other people are ignorant because their opinions differ from your shows a level of intolerance that seems dishearteningly similar to some of the purported motivations of the attacker in the incident you mentioned. ("I don't like gay people. I feel they should be punished.") If you truly feel sad about other people making such jokes, there's nothing wrong with that. But consider how you being intolerant will make other people sad.

Sort of wondering, do you also get mad when people mention Malzahar spreading Space AIDS? Because HIV/AIDS has killed like 25 million people. Do you get mad when people joke about "feeding like a homeless shelter"? Because something like 7 million people die every year due to malnutrition and starvation. And starving to death over a period of years sounds a lot more pitiable to me than getting shot and dying in a day. (Again, that's just my personal opinion. Whether you agree that millions of people dying is worse than 50 people dying is up to you.)

I believeth that this attempt to maketh a joke about such a tragic event is an ignorant and depress'd thing to see, but should not qualify as a reason to ban someone. Unless that gent or that lady hath spammed this repeatedly we art all entitled to our opinion of real life new events no matter how ignorant those gents maketh those folk selves behold in chat.
