Can you report people for smurfing in ranked?
If they admit to doing it, will reporting them do anything? Doesn't seem fair for someone to come into my silver-gold games as anything above a silver-gold.

Nope. There really isn't much of a way to prove it. Every game in Silver ELO people claim to be Master or Challenger tier. inb4 0/12/0 AFKing. Even if somebody goes 12/0/12 it doesn't mean they are smurfing. It may just be a really good game. Now if they have won the last 20 ranked games in a row? It's just unfortunate they happened to be in your match.
If they're being a jerk about it or intentionally sabatoging the game so they can do a "Bronze to Diamond" climb or something, then yes, you should report it. Otherwise, no. Smurfing, in and of itself, is not punished.

You can report them, it just wont do anything except devalue your own reports because it isn't against the rules to have multiple accounts.
No, because "being good at the game" (which isn't even guaranteed if they are a smurf) isn't against the rules.
the pro streamers are always on smurfs, so it would be unfair for them to get away with it, and "normal people" being punished for it
plus, in order for them to prove anything a riot employee would have to come to your house and watch you play both accounts, otherwise for all they know your whole family plays the game and you only have 1 computer in the house and each family member has their own account
