Especially when ruining a game because of it.

nope... cant prove they were intoxicated... but verbal abuse, intentionally feeding , trolling is ...

No because there's no way to prove that a person actually is. If they intentionally ruin a person's game because they are intoxicated then that's reportable, but the person being drunk is irrelevant.

It should be. League is such a team reliant game, and when you get those idiots who think it's cool to tell everyone they're drunk, it ruins it. I don't even like when the enemy team has a "cool drunk kid". Even with the easy win, there's so little challenge, and it's not fun for anybody.

If you play a game where your team relies on you, do not play drunk, and do not play with shit internet. So far from rocket science it's not even funny.

i would take an intoxicated person over the recent batch of people that have no idea how to play league of legends

You can report them for ruining a game.

You cannot report them for being drunk or high because it cannot be proven... even if they said they were, that's not enough.

Being that people actively stream the game while drinking, I really doubt it. I play better when I've had a few drinks. Unless they're intentionally feeding, I would hope you have better things to do than worry about what someone else is doing behind their keyboard while playing the game.

at it's best circumstance it's unsportsmanlike and you can add a note why when you report them.

but it's going to take more than that to penalize them.

hard to implement a "Prove your not drunk" test for an online game.

If they didnt do anything wrong no, but if they are actively ruining a game via INTENT feeding and blame it on being drunk, then yes.
