So....how do these people not get banned

Just played a game as jungle (yeah, my favorite junglers were banned, had to resort to yi) and our "challenger smurf" kata was trash talking me in champ select and all throughout the game about how I suck because I dont have a wide enough champ pool (congratz, I have 3 jungles I can play since I got autofilled) i got 11/9, kata goes 3/10 and katas duo goes 2/13, then after we lose the game because their both useless throughout most the game, they proceed to trash talk me and verbally assault me after they banned my jungler and lost us the game. so how are these people not already banned?
