Just had a game where I pretty much said nothing all game, and our 4/7 viktor was flaming the living shit outta me for not going ham on the 8/4 yasuo that he fed, I was playing ezreal and staying at a safe distance and had done nothing to offend him....why didnt he get a punishment?

How is league's current moderation not enough? What should change? How would you change it? What makes it better?
