Riot, why is this allowed to exist?

I used ghost/smite on my jungler. So next game, in lobby, my sums were set to ghost/jungle. I ended up playing mid, but when I went to change my sums a little loading symbol came up and they ended up not changing. So I get into game as a mid laner with ghost/smite, try to explain to my team what happened, and what followed was my support and jungler CONSTANTLY for the duration of the game harassing me about how much of a troll I am. I didn't flame back. Trying to make the best of the situation, I try to take some jungle camps that my jungler isnt near, but he books it over to the camp im doing as fast as he can and snipes it with his smite, then tells me im a troll again. Him and my support then proceed to bring it to allchat because I guess telling me wasnt good enough. I endured this throughout the whole game and into post game lobby. I submitted a report for both.

My question though, is why is this allowed to exist? To be honest, when people are harassing someone for THAT long over something so minor, and the person isnt harassing back, they need to be punished immediately. I submit reports for all of these types of things, and I VERY RARELY get a message that someone was punished. That means all these players can just say this and get away with it? Talk about a flawed system.
