Is this behavior something bad?

So we had a heimerdinger jungle, which obviously sounds terrible. But I always give the benefit of the doubt. Maybe the heimerdinger can land great stuns and massive damage when he ganks right? Wrong. This heimerdinger spent most of the game afk farming the jungle. He goes 0/3 the entire time just farming the jungle, never ganked once. Then somehow, we are winning but then as soon as we get an ace, he decides something in his brain that he thinks he needs to do something so he says in chat "I need to far". I mean we aced their team, we can easily group and take a tower or dragon, what does heimer do? he says "i need to farm", So i want to tell him so bad to stop and just fucking help us. he could farm whenever he wants but right now we got an ace we should take advantage of it. Of course i say nothing because you cant control others or tell them what to do and i dont wanna risk getting in trouble because of chat so i say nothing. I start to farm his jungle with him and he is pinging me to back off and telling me to fuck off and such. I don't because im not gonna over extend and die for free because heimerdinger wont group so im gonna safely farm in the jungle like he is. He then decides to go split push top lane... uhhuh, basically let the enemy take 3 dragons for free because all this heimer cared about was trying to kill the top laner and taking tower. I tell him to help us but of course he ignores. Even when the enemy team has 5 people pushing bot and taking our inhib, our heimerdinger is still at the first top turret, then after taking it he goes to farm the enemy jungle. Then the enemy groups 5 man mid and takes our mid inhib and still heimer is still top. So we basically lose the game cuz this heimerdinger wont cooperate and even has the balls to say its our fault that apparently he did nothing at all wrong that game despite being 2/10/7 literally not ganking at all, not grouping at all, and i mean picking heimerdinger to jungle. I don't judge people for picking weird champs at lanes or places they dont normally go, but cmon at least be good at it before you do it. The whole jungler role is just a noob trap for lower skill players cuz most people dont know what the fuck they are doing as a jungler and they just cost the game for your team. They keep thinking at all points of the game that they need to farm. You can literally have 3 inhibs down for the enemy team but the jungler still just wants to farm the jungle. Is this behavior acceptable from the heimerdinger?
