(moved...) Our MID laner AFK'd @ 30 minutes over CS

We were up 19-15 just had a huge turn around at dragon and we were in shape to win pretty easily. This guy literally backs and AFKS in fountain because our Vayne was CSing mid lane at 30 minutes when the enemy was pushing 5 to our 4 (malph was top with tp) Like.. Is this really how kids are these days? Can a rioter pls ensure me that this player is getting punished? I thought this was common in like Bronze, not Gold 3. Unreal.
