How long will this be allowed to continue?

Just today, I have played a game with somebody promoting rape, somebody promoting Autism (not in a positive manner like "yeah let's find a cure for Autism!" just your typical calling your teammates Autistic as an insult type of person). I have played with three people who decided to throw a game at champ select over a joke, one of which decided because he was on a loss streak he was going to throw our game. We still won the 4v6, even though he actively did everything he could to prevent our win simply because he was tilted. Why is it that somebody in champ select can admit they are going to troll, spend the entire game trolling, inting, flaming, etc. and then still be playing days later without so much as a chat restriction? I had a guy yesterday wish me death because I ganked his lane, he did not respond, and I got two manned and died. At three minutes, because of his lack of response, I got flamed all game (even after muting him) while he and his duo then proceeded to int because of the situation. "But the automated system can figure out these things!" "Maybe they're just having a bad game!" If somebody has played over 2000 games with a name that states that he supports rape, or another wishing Autism on everyone that reads his name. Or openly admitting they will troll the game in champ select, or completely losing their sh*t 3 minutes into the game, those are not just "bad games". These are obviously flawed individuals who do this on a regular basis, and yet continue to get away with it day in and day out. I don't even know why I bother reporting people anymore, because it does nothing. I have sent hundreds of reports in the 5 years I have been playing this game, all of them for blatant T.O.S. infractions, and yet I've only received one message saying someone got punished. I understand you only get the message if you were one of the recent reports, but seriously? Out of hundreds of reports, to only get one message? That's under 0.5%. There is no statistical way that can be accurate, unless none of the people are actually being punished. There is a supposed "zero tolerance policy" for many of the things I constantly report people for, yet one time I have received the message. It's been getting more and more ridiculous as the years go on, but five people in two days (and only about 7 games) is a bit absurd. The mute button should not be the solution to toxic players. It should not even be a band-aid fix at this point. It's been 8 seasons, and the toxicity gets worse every time. There is either a problem with the system, or the game itself is creating the toxicity. Either way, it's about time it gets looked into, as I know I am nowhere near the only person suffering from this problem. Apologies for the rant.
