Forced Dodge due to Enemy Delay

This is the second time in about two weeks that I have been forced to dodge champ select (in ranked this time) because an opposing player takes so long to lock their choice in that it thinks they dodge. Thereby not giving me the option to lock my champ, and having to take a dodge because of it. I can understand this happening once due to a small error, but twice in two weeks, and at the cost of my promos, is kind of an issue that should be looked into.
