Why even bother reporting?

Just finished a game where overall we had a rough game as a team, me especially. Anyway, simply due to the fact that I had a bad game, two members from the opposing team took it upon themselves to comment to me. However, it was not about my performance, only once was I told I suck (which frankly that game I did). The method they decided to go about their criticism was repeatedly telling me I was retarded (at least 3-5 times in a 30 minute game, of which about 15 minutes in was when they began talking their shit), and telling me that my mom should get cancer. This is beyond ridiculous. Understandably, yes I should have muted them, however muting people only removes evidence against their toxicity. This game is FILLED with people with this type of behavior, and the fact that people throw things like that around for no reason at all leads me to believe this is something they do every game (as neither playing talking shit did bad, I highly doubt either of them were tilted, which is still no excuse to call someone retarded and wish cancer on their family). The game itself is going in a direction a lot of people are unhappy with, and the way the community acts is even more reason for countless people to stop playing every day. I love League of Legends, but the community makes this game almost unbearable. The /muteall command should not be the only way this game can be enjoyed. There should be repercussions for actions such as this, not just "well if they get reported arbitrary X number of times in a certain time frame they'll get penalized".

Side note: Why does China's client have an option to team vote to ban toxic players if I have not seen it mentioned anywhere else? I just stumbled across it in a video today. Since we're obviously not getting tribunal back any time soon (or ever) and reports seem to do little to nothing (I have only been notified twice of someone getting punished even though I've seen countless amounts of hate speech, which are supposedly treated with zero-tolerance) why not make this available, or at least known, to all servers? If the community would start being responsible for each other, toxicity would go down. Without a single person looking into why someone was reported (it only gets reviewed by a human AFTER the person gets penalized and submits for repeal) it feels like there is nothing a player can do to deal with this toxicity. It's extremely aggravating to play a fun game with arguably the worst community in all online gaming, and on top of that the toxicity vastly seems to go unpunished.

Muting them doesn't remove any evidence. Anything they say is still noted in the chat log (which includes lobby chat from before and after the game).

Reporting them once is all it takes. It doesn't matter if they get 1 report in the game or 9 reports in the game, once the game is flagged for verbal abuse or negative attitude it is looked at by the automated system. If they do this in enough games they will receive punishment.

Certain things will trigger a ban faster than others such has hate speech. As little as one game can mean a permanent ban for this.

Always report. Eventually you'll see that your reports matter as you will be informed when these players receive punishment. I get these notices all the time.

For the topic of the reports not doing anything, I think with the current system you only get a report that they were disciplined if the disciplinary action was due to the game you reported them in. If you report them and they end up getting disciplinary action in a later game, i do not think you are notified. I could be wrong but I think this is the way it works.

It leads to a sense that anything is being done with the reports which is discouraging.
