Those reports go straight to the recycling bin because the excuse is that player is "just having a bad game."

The real reports go to the people who dare open their mouths against that intentional feeder and say shit to him.

At the end game lobby under "Intentional Feeding" as seen in the report options is the best place to do it:

They actually give notifications now when players are punished that you reported. The ticket is that they have to continually behave in this manner. If they feed one game, but then the next 100 or so games don't cause any waves, then Riot doesn't take action on them. Its when people are consistently a negative influence on games that they take action.

You can submit a ticket to them, with a link to game with the int feeder in it. You can explain to them why he or she should be punished. Riot however, won't tell you the punishment for said he or she player.

The tickets should be under support at the top of the page. Let me know if you need some more help?
