Then do something about player behavior in the lower brackets. How many smurfs are out there attempting to escape the godforsaken hellscape of bronze, and it's cycle of depression?

If you start cleaning up the low-rungs, you'll have less smurfs. Continue you your policies of indifference and you'll see everyone looking for a way out.

Actual smurfs dont get into a cycle, they will easily get out. What gets stuck are "smurfs" or "player that dont belong here".

I think it's the other way around, because there are many smurfs in those lower brackets the behavior is worse. If it's a smurf they are going to care less about the account and thus not be as fearful of being banned.

It's not like Riot is ignoring specific brackets, the system is completely indifferent.

Smurfs in general are a problem that league is just going to have to deal with because of its nature as a F2P game.
