Sure is a good thing Riot can see verbal abuse and chatlogs!
Yet I'm sure the report I just filed for "literally spamming pings the entire game and didn't stop at all" was useless because he didn't use words.

They can track that sort of behavior (wouldn't be the first person I've seen banned for it).
good thing there is a section which you can type out additional notes in
i've seen spamming pings banned before (and it was a "Tantrum smite").
2 weeks for the first punishment, perma after that.
