I am in promotions and get teamed up with an unranked champion?? Not even bronze...just...no rank. How is it fair to allow that in someones series? This unranked annie went support with AD masteries, no gold income item and went 0/8/0 and literally cost us the game.
Well unranked player is considered similar skill to Silver. His MMR is on silver level. Because Silver is beginner rank.

Players who don't play Rank at all have the ELO of a higher skilled player due to Riot having a neutral ELO for new/inexperienced players. Riot has shown no indication of fixing this. The only solution is to start a petition to get Riot Games to actually make quality of life improvements to League of Legends.
