Can you report someone for?
If adc keeps telling support to leave lane, and that they don't them there or to even go near the lane at all, can that be considered as a report worthy offense?

you can report any chat that offends you. whether the bot does anything about it, who knows
Nah supports can support any lane they feel like.
Not necessarily. Many times, a support will not know what to do and just follow the ADC around and will do so even when the correct play would be for the support to go elsewhere.
You can report for anything you want. Doesn't mean it will be a punishable offense.
If it's gameplay only chat, then no, it's not punishable.
If the bot laner is kind of harassing the support, then it can lead to punishments if they bot laner consistently does it in other games.
You can report anyone or anything. Will it flag them? Not unless it's against Riot's Service policy from the Terms of Use. Meaning just because not everything is going by a player standard isn't an offense against the Terms of Use.
If you want to cooperate with your team, to keep a good relationship to have a potential of winning, the work with them. Because you might be taking a minion, or absorbing exp they need. Just roam, and help other lanes.
But if you ignore them, and stay in the lane despite their wishes, you might create an even more negative influence on both of you. Which will likely lead to insulting, trolling, griefing, or flaming.
