How do they choose which champions to make special skins for?

They make 3 types of skins. Random ones just because they can, skin-sets for the champions main-ed by some tournament winning team, and then these special skin-sets they make a thing out of, like the PROJECT: skins.

My question is; For the third kind of skins how do they choose which champions to make them for?

They spin a wheel with a list of every champion (with a playrate that isn't abyssmal).

If the thematic is good for the champion, and to fully execute it they need to make more for it
