Why is Eloboosting even against the terms of use?

When it is completely acceptable to have a Diamond create a Bronze smurf to duo boost a bronze/silver to where ever they please?

I see absolutely no difference in the two, yet one is subject to a ban while the other is embraced by Riot.

Elo boosting is when someone else is playing your account to boost it to a higher rank, and account sharing is against the rules.

I dunno about "embraced." Accepted as a potential side effect of their account policies, perhaps, but that's not really the same thing.
