@Riot: Permamute, not permaban
When you ban someone, they just create a smurf and flame new players. Just permamute them so that they can play their games but can't flame people.

This wouldn't really help the problems as permbans are for more than toxic behavior. What about people who actually ruin the game for others by trolling and feeding, intentionally trying to lose the game. There is no mute button for that. Even then getting ban should be something serious. If they break the rules they don't deserve their account. It's just the same as any other account based system. They shouldn't be rewarded for keeping their account of the continue to break the rules.

Even if the account is being banned only for verbal stuff, part of the punishment for being naughty is losing all that neat stuff you used RP for like skins and icons. Sure you can start a new account after you're permabanned, but you'll never get back the real money to spent on Riven skins.
