Block list is useless
If i put someone on my block list, it means i dont want to play with them so dont keep making me play with them. Atleast dont put them on my team if you cant do that.

It can be abused. See if someone is in high Elo, that means they're playing with a small minority of players. So if blocking someone makes it so you cant get them in your game, That means you can just block all the bad players and get all the good ones. Plus if you're low elo, you're playing with a majority of players. So, all you have to do is wait 10-15minutes for that person to get into a game, then you get into a game right after. You wont need to worry about seeing them again. Also, you have the mute button too.
If you manage to get the same person again after a 10minute break, you have some bad luck man.
Not possible really. There may be millions of players but what happens if you were to block 99% of the community and couldn't play with them? You'd have literally no one to play with.
Block list just reduces the chance you'll play with them and auto mutes them in games. Due to how Riot does matchmaking, they don't prevent you from being matched up with anyone in your ELO/MMR. It's like being indirectly/directly trolled by Riot when getting paired up with those people again. You can only hope that those people change how they play and are less toxic/trollish than before. It'd be nice.
When ever I block someone it's either because they're a dirty Yasuo main, or Lux main. I don't want them on my team OR have to lane against them.
The block list should not only be for blocking chat. Most toxic people not only verbally harass but also harass in the game by feeding, trolling or kill stealing!!! It's useless to just block chat
