There aren't enough silences
Might want to get a more accurate quote there. They are fine with silences, just not ranged silences that specifically reduce counterplay.
Also Garen got a nerf to his silence already due to his combo getting extra damage from the Juggernaut changes.
They disliked silences on mobile assassins.
Garen and Cho'gath (and Malzahar and Blitzcrank and Fiddlesticks) are not mobile assassins.
Garen doesn't burst you down in one short combo. :^)
Riot doesn't like mobility + silence + burst.
Which is why Kassadin, Talon, and Leblanc lost their silences.

I think what Riot was getting at with removing a bunch of silences from people's kits is that silence can never be paired with burst for the game to be in a healthy state. That's why Kassadin and Talon got their silences removed but people like Cho'gath, Garen and Soraka get to keep theirs.
