she feels kind of weak. I think if they made it so she could use her rappel to go to any where in the range of it she would be more balanced.

Yes, lowest win rate in game would suggest a problem.

I think she's fine, I'd been playing around with her a lot lately and she was kind of off for a few matches but once I worked out some good runes/masteries she worked fine.

I think the only real issue with Elise is her lack of strong AP scaling. No matter how fed you get, you're not going to be one of the top damage dealers. In fact, many people now build her mostly tanky, and "sacrifice" the very minimal extra damage for survivability instead.

She'll probably end up getting a rework before a buff.

She has a loaded kit that boarders making her another Lee Sin. And she just isn't flashy enough for Riot to make her immune to nerfs.

But she has such a strong theme to her. It's hard to really change much.

Maybe reduce the range of Rappel. But return it vs champions she's hit with other abilities. This could allow for other buffs. Such as Venomous Bite applying on hit effects. Could make her able to use Lichbane and be an AP bruiser. Or removing the AP scaling on her spiderling heals and base it off HP. So it can be a little stronger at it's base. Helping her live in the jungle.

Or make it better for the top lane. Jungle may just be too toxic for her kit to work in.

I feel like she is in a position similar to that of Evelynn, in that her kit is so strong that her pure statistics are so low so that they aren't ridiculous in lane. Unfortunately, raw stats are really important to the new jungle.
