Any macro that performs a combo for you is against the ToS as it is essentially scripts

Yes, you will get perma banned for pressing one button to lay down a ward then jump to it.

Binding the item slots to mouse buttons for instance. Technically still a macro

That's not really a macro. That's changing key binding. A macro is when you press one button. And it performs the action of pressing two buttons in a sequential order.

That's a keybind. Not a macro. A macro is something that does more than one command on one button press.

EDIT: Macros are actually banned in most PvP games. The only one I can think of where they're allowed is WoW, but they're in the UI itself anyway.

my guess is probably yes, because using macros means youre creating an unfair advantage that isn't part of how the game itself comes as that you're adding on your own and not everyone has access to. IIRC macros are not allowed in competitive games most of the time because of this as it removes or eases the mechanical skill aspect that the player has to demonstrate.

This is why, even if the mobility ward jumping brings should remain on those champions, it's very poorly implemented. There shouldn't be an ability or combo that's begging for a macro in the game.
