They end up 0/20 and they always type on chat things like "omg i lagged" "omg i try" WHEN YOU SEE THEM walking to an enemy turret and dying but guess what the system wouldnt ban them

You know who the system will ban? the poor guy on my team that he was on his promos and lost his chill and start cursing him!
Perhaps. His behavior will be judged by on its own merits. If it's not something common to him, he has nothing to worry about - occasional outbursts aren't generally punished, because they aren't even seen.
Regardless, their behavior should never be an excuse for his.

If they do nothing, they won't get banned. Being upset is not bannable. Expressing that in toxic ways is.
