Can new level 30 players not have a high silver/low Gold MMR to start off?

I just played a game with a player who had under 100 normal wins. He did not do well. I do not think its fair to put a player who clearly lacks experience, due to the limited amount of time played, with High silver/Gold players. Out of all 20 or so of my friends who play league. Not 1 of them including myself was even close to a high silver MMR when we first started playing rank. I personally believe that in any game, including league, you should have to start at the bottom and work your way up. New players should get placed in bronze 5 if they win none of their placement games. my first season I lost all my placement games except for 1 and was placed silver 4, I should have been bronze 5 because I was terrible at the game.

your base mmr is 1200 I believe, which is right around s5-s4, which is right around the average skill level, so it makes sense to start off new players there. New players that lose all of there placement matches are put in b4 or b5. I've never heard of someone winning 1 out of 9 matches and getting placed in s4, that will typically result in b4-b3.

My guess is Riot doesn't want to start players off in B5 to avoid scaring them off. If all new lv 30s started in B5, some people might quit playing since they don't want to start off in elo hell. That being said, I totally agree with you. I hate seeing new lv 30s in my games, when most of the people have five or more times as many games played than them.
