Why are we still able to create ranked teams?
If riot removed the ability to play ranked teams???

It's possible, but Riot has said that for at least this season, Dynamic Queue will be taking the place of Ranked Team 5v5's. For more information on that decision, check out the announcement that Riot Lyte posted:
