Can lane Fiddles get some love?

Lane Fiddles was hit pretty hard by a multitude of things. I would like to be able to play this champ somewhere besides the jungle.

I think just changing his fear would be the best bet. Don't make people run away. It's pretty hard to hit a good lane ult/drain against good players since fear makes them run away. Silence changes also realllly killed his lane phase.
