You know, the bad guy from Teen Titans. I knew Jhin's voice sounded familiar and now that's all I see. I don't know, maybe not but they sound a lot alike to me.

No. Slade is Deathstroke, a supersoldier experiment gone wrong and one of the greatest villains in DC comics. The producers of teen titans didn't use his actual title because they wanted to make sure the show was kid friendly. Jhin is nothing like Deathstroke.
Jhin is much more like Mad Hatter, Riddler or Calendar man. Obsessive geniuses that are undermined by their compulsions.

His name is Slade Wilson AKA Deathstroke and In the Teen Titans he was voiced by Ron Perlman. Jhin's voice actor is Quinton Flynn, but yes a lot of people saw it that way especially with his mask only having one eye similar to Deathstroke's.
