Can i get a perma chat restriction?
And while on the subject, also remove my chat entirely.
I really don't want to talk with people in this game, but sometimes i just can't help it.

Unless I'm wrong, there's no such thing as a permanent chat restriction, although chat restrictions of up to 500 games are primarily filling that role as of now.
Regardless of whether you've been restricted or not (I'm not going to make assumptions), if you want to disable your chat, just unbind your "Enter" key to prevent the urge to talk back to a player.
