@Riot, Matchmaking question

If there are two guys who level their accounts from lvl 1 to 30 and the first one plays normals only, while second one plays vs bots only Upon reaching lvl 30, is it the first guy who is considered more skilled than the second or are they equal? If it's the first, how fast the second guy will catch up in terms of approximate skill defined by matchmaking?
