Honest question about balance

I have been trying to find out what the determining factors are for Riot to nerf or buff a champ (or item, or jungle, or whatever) and I haven't been able to find concrete answers. Maybe I'm just looking in the wrong places but I have seen Riot say balance ISN'T determined by: Win rate Pick Rate Ban rate Player feedback Pro players Riot staff favoritism

But i have heard very little on what factors actually determine what needs nerfed/buffed. I would love to be able to have some idea of what to expect in terms of balance, but I feel like I'm always left guessing.

Like i would not have predicted nerfs to sona or fiddle, and i wouldnt have thought a minor AS nerf to zed was what the doctor ordered, so I'm just looking for answers.

Is there any clear cut, definitive factor that comes into play here, or does it just come down to the opinion of some rioters?

well im sure there are many many factors being taken into account, 2 of the biggest i would assume are broken champs(either kit or how items can be used, and i dont mean broken as in smashed, could just be unhealthy) and logic, i know logic sounds, well, logical, but lets used singed as an example, his mega adhesive was buffed, cuz it NEEDED it? NO, but logically if i were to flip you over my head and you land in mega adhesive it would be, to say the least, abit stickier than if you were to just walk on it, so they added a small (skill shot) stun

also im sure things like winrates have some effect on a decision but probably wouldnt be the basis behind a buff/nerf unless the winrate or lossrate was stunning (1% winrate would warrant a look at the very least im sure lol)
