Packet loss will obviously make your ping spike up which is what that max ping was, and that minimum is not very noticeable. You aren't supposed to get any packet loss, and is not Riot's fault usually. Who were you pinging there? I entered it and it said I didn't have access so makes me think it's just your router or something...

I would run at least 1024.
