Why can't i edit my runes in champ select?

I can edit my masteries in champ select, why can't i edit my runes? I can't guarantee which lane i'm in when i play normals, so how can i have my runes properly prepared for all 126 different champs. maybe i feel like learning a different champ and experimenting with runes, you know since you want this season to be about diversity and all.
