@RIOT: Ok, I am sick and tired of Chinese players ruining EUW at night

Disclaimer - I am not a racist, I don't hate any nation or religion, I have never met a single Asian person, this post has nothing to do with that sort of thing.

Ok, am I the only one who plays mostly normals and faces dozens of Chinese players every night on EUW. Now I don't know if this happens in ranked as well nor if it happens on NA or EUNE. Back to the point, these players are in 95% of cases, and believe me that is not an exaggeration, toxic, they cant speak English apart from insults and curses, they feed like insane, they usually afk, troll and int on purpose, use 3rd party programs and absolutely ruin almost every single game they are in. I am sick and tired of this. Now this might sound super rude and hateful, but they have their own fucking server so I don't see a point in them coming over here and ruining our game without a single punishment since they don't play more than a couple of games and will never rack up enough reports to get them permabanned. This reminds me very much of the times when me and my friends were kids playing CS 1.6 and we used to go to another random server from like France of whatever and go around with aim-bots. I feel this is the same kind of problem - kids having fun ruining time for other people.

Please RIOT, I can mostly play at night because I usually work all day and this problem that is present in last 6-10 months is really destroying my gameplay experience. And before any of you say that these people are maybe just Chinese from EUW playing, remember that they don't speak English and they play only at night not because they want to, but because of the timezone difference. Please, I hope somebody can help, I can't possibly be the only one having this terrible gameplay experience...
